Bail=lease in English (contract). The charity offers cheap accommodation to needy people. In time, the lease "slips" under their name (hence the word "glissant).
In other words, these people become de facto tenants and signatories to the lease.

sliding lease

"Sliding lease" gets a few google hits as does "transitional lease". Or would "shared lease" give the right meaning in this context.
