IT terminology within a contract
This is a tricky one, because 'développements' definitely seems here to be referring to something concrete, an 'item' that can be sold and priced, and therefore 'developments' won't do. These are some of the instances where it occurs in the text:
7 CONDITIONS FINANCIERES
7.1 Introduction
9.11 Prix annuel
Désignation Prix public ( € H.T.) Taux appliqué Montant ( € H.T. )
Progiciels
Développements spécifiques
Matériels
Assistance
Montant total annuel H.T. (*)
I get the idea from the text that this is referring to extra bits of software that are developed specially for the client, to meet its particular needs.
All (sensible) suggestions welcome...

: I agree - software is "developed" so this could be the pricing for additional, customized software/features

Client-specific software
Nothing at all wrong with Karin's suggestion; in IT-speak, development is often used to refer to the end-product as well as the actual "activity of developing" itself.
However, if you're uncomfortable with that and/or with Karin's suggestion, then I suggest that
a) you could use "client-specific" instead of "custom" (e.g. if you prefer to stick closer to the source, or if your client prefers you to!)
b) use software instead of development, software of course being the end result of the development process, in this case, anyway.
