"Elle devra pouvoir prendre des décisions sur les sujets essentiels, et être une instance responsable devant les citoyens".

Again, apologies for the lack of context - strict confidentiality etc.

This is referring to the Economic and Monetary Union - these are recommendations for how it can be given real substance.

Am I right in thinking that the latter part of the sentence refers to the EMU becoming a body which is accountable TO European citizens, or simply that it is a 'responsible body' that citizens can turn to?

The trick here is to see the expression "être responsable devant quelqu'un" which means to be accountable to someone. I do not think it is not to be read as anything to do with the "instance" being "responsible", having a responsible attitude, but about public accountability.

I'd be inclined to change this around and put this part of sentence first.
The EMU needs to become a body which is (more) accountable to (European) citizens and ... be able to take decisions on essential matters/topics that concern them

you could also say: needs to have (more) public accountability.

Obviously, they have public accountability now but I think the implication is that more is needed.

Other buzzwords you might want to use are "openness and transparency"
