En cas de dissolution amiable ou de liquidation judiciaire de la société XXXX, le concessionnaire est tenu de présenter au service instructeur une personne, physique ou morale, susceptible de se substituer à lui dans les droits et les obligations issus de la présente concession. La personne proposée doit présenter les qualités nécessaires pour gérer les ouvrages en bon père de famille. Il est fait application de la procédure de cession prévue au 2ème alinéa du 7) de l'article 3 ci-dessus.

I think that the writer has missed out 'en' .

This may be a little literal, but it is not too bad.

Yakov's "in compliance with the provisions of" is wordy, clumsy and not even particularly accurate. Do procedures have provisions? Why "compliance" anyway, rather than the more usual "accordance"?

"Il est fait en application..." is nonsense. To what does "Il" refer? "Il est fait application..." is a straightforward impersonal construction, and is equivalent to "Application est faite...", which latter, however, sounds a bit weird to my ears.
