This sentence is also giving me trouble. I cannot find a good English equivalent for the authorizations/acronyms. I am translating from French to English.

Reading both terms together, it seems to me clear that the road requires more than just resurfacing. That is why I have used the term 'access road' for "route de désencalvement" as without this road, there is no access.
'Permit' is often used in UK English for 'aithorisation' but I not be shocked by the term 'authorisation' here.

Does "ARB" then mean "Permit to Clear Forest Areas" or "Permit to Clear Wooded Areas". This is the definition I was using for ARB: Authorisation (now illegal) to salvage timber from an area within the context of a development likely to disturb or destroy a forest. I guess I am missing the relationship between ARB and ARRD...
