Any suggestions as to the precise meaning and best translation of 'mettre en place' in the following context?

Le 19 juillet 2005, les stock options mises en place il y a 4 ans pourront être exercées.

I agree with all of these answers - normally, "mettre en place" simply means "to implement" or "to set up", but I think any of these answers given would work.
