Official report detailing oil exploration project
This comes from a contractual report for an oil exploration project. In this section, various roles and responsibilities are to be assigned to different parties. For example, the oil drilling company shall be responsible for overall environmental and social management; its subcontractors (builders, seismic companies) will be responsible for seeing that the terms of the environmental management plan are adhered to etc.
Next, the administrative roles will be assigned to an environmental agency which will conduct site inspections and audits and the local area administration ("administration locale") will be there "pour accompagner les mécanismes de compensation".
Does anyone know what this might mean? So far, I am thinking either that the local administration is included in the process to advise on the subject of financial compensation... or that this administration is included in order to provide a fair and balanced (ie. less biased) view/assessment of the potential oil exploration project.

but also technical. For example, if the company cuts down X trees, they may be required to plant the same number elsewhere, and the administration will tell them where, what species, when...
