Well that is the question isn't it! That was exactly how the sentence was written. Being a transcript of a conversation, very few of the sentences were actually finished :( Doesn't make the job easy, particularly when dosed up to the eyeballs on flu medication and desperately trying to make your brain work to meet a deadline...

neutral Kelvin Wu : "passerelle" in this context is probably a physical structure that a person actually walks across - the mention of energy/power generation suggests to me the image of the conversation somehow taking place in a plant/factory.

Probably in a factory/plant? It certainly is a possibility - but they can just as much be sitting in front of a computer terminal.
