: "passerelle" in this context is probably a physical structure that a person actually walks across - the mention of energy/power generation suggests to me the image of the conversation somehow taking place in a plant/factory.

Probably in a factory/plant? It certainly is a possibility - but they can just as much be sitting in front of a computer terminal.
