Now I know why I avoid juridical stuff! However, this appears in a bid for installation of an offshore wind farm and although the meaning is (almost) clear, I fear I don't have the right quasi-legal background to express it comme il faut.
"En effet, le service gestionnaire du domaine public maritime conduira **la procédure d’instruction** du dossier de demande de concession d’utilisation du domaine public maritime, en application du décret 2004-308 du 29 mars 2004".
Too many "du's" and "de's" for my taste, but I guess that's just legalese. Any suggestions gratefully received....

The service conducting the procedure isn't leading an 'inquiry' or doing an 'examination' (French has words for these things) so much as it is coordinating the review of the application: gathering the opinions of all the other officials and bodies that have a say in the matter and assembling this all in a dossier prepared for the ultimate decision-maker.
'Instruction procedure' is no doubt accepted Eurospeak, but in modern English nobody instructs an inanimate written object (except possibly in Scottish law).
