@chris Distribution is a dedicated term - it applies to the MV network - right under the substation level down to the TP (Transformation Post) the reduces teh voltage to LV (400/230 V). Dispatching, generation and transmission are above it. I have no idea as to whom the ST is targeted - if it is a publication of the grid operator itself - it must be accurate (while still understandable by simple people).

You're right, of course, but it's a question of register and target readership. I doubt whether the man in the street has heard of a power "dispatcher", but the notion of managing power distribution is probably more accessible to most people.
