Has anyone come across a precise equivalent for this word which seems to be being used in a contractual sense?

Avant la levée des préalables, par le prescripteur technique du niveau 1.

It's also come up in conjunction with "pilote":

Elle est applicable à l’ensemble des entités *** qui sont impliquées sur le projet (Niveau 1) et à ***, lorsque *** lui a délégué la mission de Prescripteur Pilote (ex : contrat de Génie Civil passé à ***.

I'm thinking along the lines of main/technical consultant, but I'd appreciate any other thoughts.

These are examples of what I might have dredged up, using "specifier + préscripteur + Bourth" on Google, admittedly, because the ProZ search engine .... aspirates. I think it's a ploy to keep the site active; after all, if ProZ were to have – and retain – and provide direct access to - all the answers, people might stop paying their money. But never care, Big Brother is keeping watch ... and keeping a record ...

As for the pilote part, is this a ginormously humungous project? If so, there might be trade specifiers – you know, from the guy who tells you what nuts and bolts to buy, what tap washers, what taps, what toilet seats, all the way up to the guy recommending the air conditioning system or neurosurgery positive-pressure and filtering system – and some senior guy managing their specifications, this guy being a sort of "general specifier" or "super(visory) specifier", not in the the sense of a general dogsbody or a guy in fancy satin tights, but more as in "superintendant" or "secretary-general", or "superintendant-general" (si, si, ça existe).

Hence, it appears that "prescriber" and "purchasing advisor" in commercial terms are very similar job titles.

agree Bourth (X) : You're not backward in coming forward ... that's not the previous question I might have dredged up since it's t'other way round, but it definitely proves summat./i.e. being an E>F question proves rather better that the term is correct.
