Liz, piping is one of many definitions possible here... I have electrical canalisations which I have translated to electrical wiring systems, and there are places where clearly they are talking about a pipe, and others where it is not so clear... same with conduit, which can be so many things...

Rubber-sheathed cable

agree Bourth (X) : Often surprising to English speakers, "canalisation" can be used for power cables. Not necess. "rubber" unless that is the spec. of that particular cable.

neutral B D Finch : The reference is Belgian and the more detailled refs to the particular cable concerned given by Sebastien seem more appropriate. Electrical cord/flex sound to me to be pre-current regs.
