given that the unit is mA, it is electrical current, so no need to mention "consumption"
"idle current" does the job as well

quiescent current

In low-current applications like this, this is a term that is also used, and approahces the 'idle current' suggested by RK.

Did you check the glossary via a 'term search'? The term 'à vide' has certainly cropped up here before.
