This is about tests that a contractor has to submit if wanting to use a different supplier for hydraulic binders:
"essais mécaniques pour vérifier les caractéristiques Rt, E à quatre-vingt-dix (90) et trois cent soixante (360) jours."

The reference provided by Liz clarifies that this is about tensile strength and Young's modulus (elastic modulus).

E = Young's Modulus is universally accpeted but Rt for tensile strengh is less so and you will find many other variations. Clearly this refers to some French standard so best not to mess with it.

I have realised that there was actually a key to abbreviations earlier in the document, where I had decided to "translate" Rtd as TS, but failed to recognise it when it cropped up! As TS is a common abbreviation for tensile strength, I have decided to use that."

Thank you asptech. However, Liz's reference demonstrates that Rt is about tensile strength, not compressive strength.

I stand corrected, although I must confess that I never saw this particular symbol before. The tensile strength of a mortar is difficult to measure directly and is often derived from the compressive strength.
