not sure to put in exactly the right words but the fact is that it is a matter of payment.

neutral Emma Paulay : Are you sure? Couldn't it possibly be a decision to begin earlier?//It's worded rather clumsily but it might mean "the company can either postpone or bring forward the start date.." No?

delaying a decision to begin earlier would be quite strange... In addition, when the enterprise is selected, it requires an advance payment and the two way to postpone are then 1° delay the service order and then 2° delay the advance payment.
