It is given as an example of important procedures in internal control, in this case ensuring the reliability of consolidated statements and monitoring of subsidiaries. I wondered whether it referred to "account and budget preparation" or "accounting and financial rules"...?

two possible meanings

No context, soooo here goes : Arrete=decree.In that sense it is acounting and financial ( government) decrees/regulations.
Arrete= also final statement of accounts as in "les comptes arretes en date du 31 Decembre 2004". In this case, the translation is " the final( audited) accounting and finacial accounts

it would seem that in this particular instance it is the first term that applies.

Accounting and financial standards

Accounting standards are necessary so that users /readers of Financial statements do not have to learn the rules of each company in order to understand the Statements.
Those are usualled referred to as GAAP: Generally Accepted Accounting Principles.
As there are more and more multi-national companies, the GAAP tend to get similiar between countried as well.
