No context, soooo here goes : Arrete=decree.In that sense it is acounting and financial ( government) decrees/regulations.
Arrete= also final statement of accounts as in "les comptes arretes en date du 31 Decembre 2004". In this case, the translation is " the final( audited) accounting and finacial accounts

Accounting and financial standards
Accounting standards are necessary so that users /readers of Financial statements do not have to learn the rules of each company in order to understand the Statements.
Those are usualled referred to as GAAP: Generally Accepted Accounting Principles.
As there are more and more multi-national companies, the GAAP tend to get similiar between countried as well.
