French term

employés de passage

French to English Bus/Financial Business/Commerce (general)
So, this text deals with the importance of real estate in an increasingly global marketplace. This particular section deals with workplace changes, from telecommuting to this mysterious passage...Are they temps? Casual? Contract?
Any suggestions would be appreciated.
