Moderate number of Google hits for this. Doesn't seem incredibly common in EN, but then again neither does the FR.
Once a vendor has been selected, a *Vendor Selection Letter* conveying intent to award is sent to the successful bidder(s) and to unsuccessful bidders. All letters are issued on the
same day. The notification letters are normally signed by the Director of Finance.

: Yes. Or (for the UK) 'supplier' selection letter. 'Supplier' is still somewhat more common here than the US term 'vendor', which is catching on too. (Just FYI - I realise the asker is in the States.)
