This is a bullet point in a list of services offered by a building company. Would "elaboration" just mean "application" here? i.e. "applications for planning permission"?
I presume that here the builders are drawing up the documents necessary for the application, so they're just saying they can help with the bureaucratic side of things as well as the building.

Noramlly build permit applications require forms to be filled out and drawings of building plan and elevations attached. I have done a lot of this stuff!

Seems to me it's quite vague in the French, so why not keep it vague in English?
