For each altitude above sea level and air temperature there is minimum speed (under which stalling would occur and the plane would just drop like a stone) and a maximum possible speed depending on the power available, the density of the air, how much stress the airplane can take etc... and an optimum cruising speed with the minimum consumption for the same distance travelled and ...
The practical consequence is that the higher you fly, the faster you must fly, and when descending you must also keep slowing down, otherwise the plane would disintegrate.
