Mi opción .....un saludo
la licenciatura son los estudios en sí; si es un certificado supongo que habrá finalizado los estudios luego debería ser licenciado en medicina y cirugía

MBChB: Bachelor of Medicine and Bachelor of Surgery degrees, which are awarded in the U.K. and other countries (such as New Zealand and South Africa) after 5 years of what is analogous to a combined undergraduate-graduate course of study. As a rule, the first two years of the program leading to the MBChB are designed to provide students with the foundation knowledge and skills that are required prior to their hospital experience which occupy years 3 to 5.

Bachiller en Medicina y Bachiller en Cirugía
Hi,
MB comes from Latin Medicinae Baccalaureus and CHB from Baccalaureus Chirurgiae.
Therefore, the meaning in Spanish would be Bachiller en Medicina y Bachiller en Cirugía.
Saludos,
