Based on the marinas I have seen, مرافئ ترفيهية seems to be the closest description, although I canno judge how prevalent the term is. In my experince, the best term is not always the most commonly used.
The term رواسي بحرية is plainly incorrect, because رواسي would describe "anchors" rather than any kind of harbor. They probably meant مراس, but then بحرية fails to add anything useful or anything related to marinas as commonly understood.
The term أحواض سفن is mostly used for ship building or ship repair yards.
