An EC declaration of conformity is a document that either ensure that the product satisfies the essential requirements of the applicable directives, or that the product is in conformity with the type for which a type-examination certificate has been issued and satisfies the essential requirements of the applicable directives.

The manufacturer, or his authorised representative established within the European Community is obliged, as a general rule to draw up an EC declaration of conformity when the product is placed on the market. A manufacturer established outside the European Community is entitled to carry out all the certification procedures at his premises and, therefore, to sign the declaration of conformity, unless otherwise provided for in the directive(s). It is not necessary for the signatory of the EC declaration of conformity to be domiciled in the European Community.

Basically, legislation describes minimum requirements for a product, and a DoC is a sworn statement that states that all the legislation and minimum requirements for a product are complied with.


After performing a critical design review, making changes to the product design that will minimize risks of harm, and compiling the Technical File, the manufacturer may affix the CE marking and prepare a Declaration of Conformity.
