What on earth would be a context where there is a mention of "Conflict of Interest"?

Very difficult to guess ... quite a lot, but all with the same important common element, so no point in searching for irrelevant details.

@Sebastian If you can, let us know what this document is about and maybe a couple of phrases that come before and after the one you've mentioned, so we can try to help. It's nearly impossible to do so with what you've given us.

Might need more context but "CoCD" here likely stands for "Code of Conduct Document".

neutral Jennifer Levey : Even supposing you've correctly guessed Asker's context, the 'D' is more likely to stand for 'Directive'. If you Google "Code of Conduct Directive" you'll get numerous potentially relevant results.
