Women's Institute

A worthy orgnization for women in the UK, noted for homely good works — just as the Red Cross might be on hand to provide First Aid, the WI will be there for the teas.

Of course, there's not usually much 'glamour' associated with the rather 'proper' WI (except for in the film 'Calendar Girls' q.v.!), so this expression is probably intended to be somewhat ironic in some way.

The use of WI is laden with a whole load of cultural overtones to anyone from the UK.
