Is it some baseball term? If yes, what does it mean in this context?

not baseball

This is referring to an adult “pushing” a child in a swing on a swingset on a playground. The action begins with the adult first pulling back on the swing and then releasing it. Nothing to do with baseball.

It’s a game adults play with children. As the adult pulls back the swing, they say to the child, “Ready?” Then they hold the swing in mid air for a second and say, “Set.” Finally the adult releases the swing and says, “Go!”

To pull back, it means to put it behind you.
In a swing, I think it means "at once", with no need of having to do it again.
