Thank you for the additional comments on the meaning of "domain". That is exactly what I was not sure about the meaning and wanted to know.

Agreed. In this context domain refers to activities that are not only covert/hidden/barely noticed. So, instead of say paying a politician behind closed doors, it might be a publicly visible media campaign that uses fake news/unsubstantiated fears to sway the public towards a malicious call to action (like distrusting the government).

I add the meaning of 'domain' in case it's useful to know it as a field of knowledge or activity. It can be a land governed under one ruler or leadership. The information describes a considerable activity or practice that might be large then small, hidden as an illicit or forbidden system. It could arise from an unknown area then spread to reach other places and cause an unwelcome and threatening interference. Is it a warning?

"not limited to the covert domain" means that these illegal/security-related/threatening activities also occur in public institutions, businesses, governments, etc. - it's not just spycraft.
For example, Facebook, Cambridge Analytical and a very small company in Vancouver interfered in the UK Brexit referendum.
