When COVID-19 hit and work-from-home provisos were implemented, XXX organised virtual activities and townhalls, and took its annual learning festival online so that employees continued to stay engaged and connected even though they were apart.

In the above, does "townhall" mean towhall meeting?

all-hands meeting is a synonym for a townhall meeting and here means the company being in cntact with all their employessbut virtually rather than in a conference hall

For a moment I thought that might be a Japanese person living in Bulgaria. There are quite a few of them here.
