Started construction of Unit 1

When started construction of Unit 2, concluded the Agreement on Pollution Prevention with the Akita Prefectural Government and Akita City Government???

Unit 1 started commercial operation

Should the Akita Prefectural Government and Akita City Government be Akita Prefecture and Akita City?

I experienced both cases.

As parties to the agreement I think the question is if "Akita Prefectural Government and Akita City Government" should be replaced with "Akita Prefecture and Akita City" as parties to the agreement. Both are fine, although I didn't mention it in my answer. The shorter one may be less boring, though.

They probably mean the local administration, like the City Council and the Prefecture Administration (I don't know how it is officially called in Japan).
