After a medical accident occurs, some doctors or specialists shall be invited to assess the situation, for deciding who is to blame, i.e., who is responsible for the accident. There is a system in which it is stipulated that anybody who is related to the concerned parties shall not participate in the assessment. What is called for this system?

If I understand your question correctly you are asking for the name of the system used for such an investigation. This is known as 'Independent Professional Review'.
