Medical (general)
After a medical accident occurs, some doctors or specialists shall be invited to assess the situation, for deciding who is to blame, i.e., who is responsible for the accident. There is a system in which it is stipulated that anybody who is related to the concerned parties shall not participate in the assessment. What is called for this system?

Is it the policy of conflict of interest that you want to name or is it the means (the system) by which the policy is administered?

Independent Professional Review
If I understand your question correctly you are asking for the name of the system used for such an investigation. This is known as 'Independent Professional Review'.
