hotbed of germs

this is a metaphor. Although Saleh's answer is of course strictly correct, this is used as a metaphor to describe how young children, when congregated into a common area, breed germs like crazy - they are not at all mindful of spreading bacteria to one another, and so illness generally spreads through the daycare very quickly.
