"A (prison) visitor refusing to be searched on the finding of contraband, may result in a complete ban from the prison."
From a notice to prison visitors. I don't quite understand what "refusing to be searched on the finding of contraband" means here. Does it mean that the visitor is refusing to be searched FOR contraband, or that he refuses to be searched AFTER contraband has been found?

if contraband is found on the person and the person refuses a search
then he/she will be banned from the prison

Yes, it is odd that they might find dope prior to searching the person, but that is how it is formulated.

The prison visitor refuses to be searched further after contraband has been found. This results ...
... in being banned from visiting the prison in the future.
Quite logical. It seems the prison visitor is discovered to have contraband on him/her on arrival at the prison but then refuses to be searched further for more contraband/drugs, whatever.
So, banned from visiting the prison!
