Would you clarify the word "impose" in this context?
"Toward that end, Tenant shall not sell, distribute, display or offer for sale any item which, in Landlord's judgment, is inconsistent with the quality of operation of the Project or may tend to impose or detract from the moral character or image of the Project ."
I have thought it means "misuse"

I understand it means the item would change or diminish the image or moral character of the project, imposing its own characteristicas.

The use of the word impose makes no sense in the context. It is an error. If your client cannot clarify the situation, the best option is a translator's note. Perhaps the word impair was intended.
