I would like to know whether both adjectives "private or public" premodify "infrastructure" only or "infrastructure or software or storage". Thanks.

Who knows? The sentence is so badly drafted that it is not as unambiguous as a legal document needs to be. So, though I think that Lincoln is probably right, it is impossible to be certain.

There is no explicit relationship between private/public and infrastructure/software/storage and no modifying relationship, through certainly any of the latter clouds can be private or public (and any private or public cloud can be used in these ways)
