quest has proven very hard to obtain

This phrase is awkward, but I can't think of options. I don't want to say "has proven futile" because that's too strong. TIA for any ideas on how to improve this!

Therefore, in terms of true accountability and the quest for performance, there is a guiding, critical idea that society must be emphatic that getting positive results should be an organization’s the most important goal (if not the only one). However, in different countries and fields, this quest has proven very hard to attain.

quest has encountered (numerous/considerable) problems/obstacles

A suggestion, not as strong as the "futile" option you reject.

objective has proven very difficult to attain

You don't "obtain" "quests". IMHO the two words do not collocate in real English. You attain objectives or pursue quests, but not as written.

Also "an organization's the most important goal"? I hope that's a mere transcription typo, as if it's in the original text I would start worrying about the quality of the authorship...
