What are the numbers? What are the angels doing at his gate?
Manfred Mann's Earth Band - Angels At My Gate
There's a finger on the dial,
The lucky wheel goes round,
Little joker knows he can't escape.
The same time every year,
The fun fair's back in town,
Numbers in the air like ticker tape.
58, 56, 54,
Good angels at my door.
63, 62, 61, 60, 59, 58,
Good angels at my gate.
Throw a seven down,
Place another bet,
The joker laughs as the stakes get higher.
The gambler and the clown,
Without a safety net,
Balancing unsteady on a wire.
58, 56, 54,
Good angels at my door.
63, 62, 61, 60, 59, 58,
Good angels at my gate.

guardian angels when I leave
The numbers come from the roulette wheel turning and the angels are the good (guardian) angels the person hopes are looking after him when he comes in (door) and when he leaves (gate). He is hoping for the right numbers whic h will mean he has won money.
I don't think it is any subtler than this.

Tariq has pointed out that this is likely to be a roulette wheel. I am now thinking of the lucky wheels that you have at funfairs (sorry, I overlooked that bit), I think they might go up to 64 sections. If so the "little joker" is a child who is attracted by the fortune wheel every year when the funfair come to town.
The person knows he is a gambler but he cannot stop himself playing and losing.
