The inspection and rating process are performed to ensure that the tunnels are safe for motorists. The ratings effect the tunnel authorities in that if they get a low rating, they must take action to improve the tunnel in question. So, if the risk potential is low, the safety evaluation will be positive, thus requiring no construction or actions to improve it. The ratings are important both for the safety of motorists and to the financial burden a low rating could cause. HTH
