The question was leak & my answer is lost. Potential leak is an undesired electricity current which may occur with or without phsical connection.

As Michael has quite rightly said, this is referring to the loss of electrons stored temporarily as a 'potential' (or 'voltage') on the transistor base. If a high resistance is presented (as might be the case with an FET, which has however a 'gate' rather than a 'base'), then a voltage on the base will (for example) cause the transistor to be switched on (in this case, switching on the light), and after a certain time, the potential will gradually leak away (the time might be deliberately set by external components, or be random) so that the transistor switches off, and thus switches the light off too.
From the way this is expressed, it sounds to me suspiciously as if this is not an originally English document, or at any rate, not by a native speaker. But the terminology 'leak' is basically correct --- what exactly was your question about it?

leakage current

LEAKAGE CURRENT -- uncontrolled ("parasitic") current flowing across region(s) of semiconductor structure/device in which no current should be flowing; e.g. current flowing across the gate oxide in MOS structure
TRANSISTOR LEAKAGE -- term refers to undesired current that flows when transistor is in the "off" state; in advanced MOS/CMOS devices using ultra-thin gate oxide leakage current is primarily a tunneling current across the gate oxide.

neutral Tony M : Though we ARE talking about 'leakage', the given context does not make it clear that this leakage is INTERNAL to the transistor, nor that it is necessarily 'uncontrolled'. Of course, this MAY be the case, but we dare not leap to conclusions...

when potential leaks = when charge is lost (thus) reducing potential difference in the circuit

'when potential leaks' = shorthand for 'when charge is lost from the transistor base (thus) reducing potential difference in the circuit'?

leak = a loss of electrical charge through faulty insulation

[=> in this case the 'leakage'(= loss of electrical charge) is not through faulty insulation, but part of the operation of the time-switch circuit(?)(incorporating FET transistor etc, as explained by another peer)]

potential (Elec) = the relative voltage at a point in an electric circuit or field with respect to some reference point in the same circuit or field

potential difference = the difference in electrical potential between two points in an electric field; voltage

(my best effort with 'general English', I do hope a technical expert will comment on the terms...I have no working knowledge of this subject area)

agree Tony M : Yes, in essence you are saying exactly the same as I, but probably clearer! The key factor is whether the leakage is accidental/undesirable, or a deliberate feature in the design (as I suspect). I am pretty familiar with this field myself...
