road clearer

This is a term in a list of occupations probably for a job-brokerage site. I am translating it into Finnish

What 'road clearer' could most probably mean? I have two guesses:

1. One who clears the snow from the road

2. One who clears trees and stones so that the road can be build.

connection with snow - but then to indicate the vehicle who cleans the roads of snow.

Out of curiosity I googled a bit. This does not seem to be a frequently used/established job title. It seems to be used (one example) in forestry and means that somebody cleans the (forest) road of debris, branches, etc. It also seems to be used in

Clears the way (whether there is a paved road or not) so vehicles/people can pass

From what I see in Google, this can hardly be "clearing ground for building a road".
