Legacy state file number (on a birth certificate)
= "State file number" given to the entry in the register at the time of creating it i.e. at the time of registering the birth, using the statewide numbering system in use at that time

State file number
= "State file number" of the file at the time of issuing the birth certificate, allocated according the numbering system in use at the time of issuance.

No more context needed. Pretty clear they changed the numbering system, and keep adding the "legacy" number / reference to avoid confusion. Same as people changing their name are often asked for their previous name.
