Sherwin-Williams is a paint manufacturing company. "Gallons" presumably therefore refers to gallons of paint, a US gallon being 3.785 liters/litres.
"Flat", in the context of paint, is another word for "matte" or "mat", the opposite of glossy: paint which when dry has a completely non-reflective surface.
Without further context it's not possible to say what significance these gallons of flat paint have in the financial report.

It could refer specifically to flat paint in the one gallon size: so, for example, perhaps the flat quarts and the flat five gallons are selling well, but the flat gallons, for some reason, are not.

: I agree that it is necessary to have more context. Anyway the asker can find out, from said context, if 'flat' here has the meaning described so far, or - my imagination can go still further - flat gallons might mean that sales in volume are flat.
