I would understand this to mean that the candidate must know the "assigned area" thoroughly (subject expert) and then must also know the ancillary areas thoroughly, too (domain expert).
For example, a lawyer is expected to be a domain expert (the law) but usually specialized in one aspect of the law (real estate contracts). In this case, the law in general is the domain and real estate contracts would be the subject.
