Remove paper and gather price tags and laces into the shoes

I would like some explanation of this sentence. What I don't understand here is "gather". Does it mean to place both the price tags and the laces into the shoes? If this is so, why should a price tag be inside of the shoes? "Into" is underlined in the original.

The context is as follows:
Shoe rack
• ***Remove paper and gather price tags and laces into the shoes***.
• Change the location of the rack between the front of the shop and the street.
• Remember price cards.
• Ensure that the rack is always full and that the shoes stand properly.

If you are going to move the shoe rack to outside the shop, you need to prevent anythings like laces or price tags dangling, so you put them together inside the shoes

Gather up the price tags and the laces (for shoes which have laces) and either put them on or in the shoes; Normally you tie the tags on, and put the laces in.

badly written sentence - see below

OK, let's assume you wouldn't put the price tags into the shoes.

"remove paper and gather price tags, put laces into the shoes"

The writer probably doesn't want to say "price tags AND laces". Just a superfluous use of the word.
