I have a question about the usage of adjacent.
Collins dictionary defines the word as "being near or close, esp having a common boundary."

Images of adjacent vehicles may be stored in a memory in the driver's vehicle.

Is the sentence supposed to be "Images of vehicles in adjacent lanes ..." because a vehicle can't adjoin another one?

yes you are right,
it refers to the vehicles moving nearby your vehicle;

As per remark by Tom M, the term refers as well to the vehicles parking nearby yours in a parking area,

agree Tony M : Or of course vehicles PARKED nearby — which might cause dents to doors etc. The difference between 'adjacent' and 'adjoining' is the very fact that it need not be actually TOUCHING, but simply nearby.

neutral D. I. Verrelli : The link provided also indicates "Vehicles parked adjacent to the vehicle" are included. You could equate the term with something like 'neighbouring vehicles', except that adjacent suggests immediately beside, whereas neighbouring _can_ be broader.

vehicles in adjacent bays or lane

It is clear from your document that this relates to vehicles adjacent to a parked vehicle. One or more other bays and a circulation lane are adjacent to the bay the vehicle is parked in and, by extension, vehicles in the adjacent bays or passing the bay where the vehicle in question is parked can be called adjacent vehicles.
