Hard to be sure... ..and it also depends what this is in connection with? I can't quite see how it relates to diagnostics, but if this is in some way to do with an automatic gearbox, then I think is is probably referring to 'the logic used for deciding the exact moment when the box should shift (= AE for 'change') gear'

So this would be a 'flag indicating the detection of a speed change which would be used for decision-making by the gear-shifting logic' (no wonder they shortened it!)
