Braking of the vehicle is signalled by light passing through the small circular hole against the stop lamp of the RH cluster lamp (in its upper half). In case of need, you can fully screen the RH rear cluster lamp by covering all the holes with a tongue sown in the elastic mask.

At the stated regimes of night driving under combat conditions, except for the above stated lights, no other lights must be switched on.

What is the meaning of the above expression in this context?

It should, of course, be 'sewn', the past participle of 'to sew'

Sounds like this is what they mean; a tongue can be a piece of leather than can be rolled or folded into a small envelope or flap, and unrolled when needed - like the tongue of a shoe, which is the piece of leather that is under the laces. By 'sewn' they mean one end of it is sewn, or fixed to the 'mask', which seems to be something that can be slipped on or off, and fastened temporarily in a chosen place with an elastic band/rubber.
