I think 'asiento' is meant here. But, I think that someone said 'seat' and the one who wrote it heard 'state'. See http://www.cutterandtailor.com/forum/index.php?showtopic=175...

The full translation would be:
Rise (the Height of the State[Seat] (trousers))
Tiro (altura del asiento (pantalones))
