Despite the many reforms in the judiciary, there are still many 'hoods in robes' --- judges who either sell their decisions or allow politicians to influence their decisions.

This seems to be a very local slang in the Philipines. Can anyone help me with the translation into Spanish?

Hood: maleante, matón, rufián. (Simon and Schuster´s International Dictionary).
Robes: vestiduras. (Ibid.) Robes are the symbol of a judge.

I don´t this is Philippine slang, rather, English or American colloquialism.

Que no es ninguna jerga localizada de filipinas, "hoods" = "hoodlums", un antiguo palabra que significa "gangster/mafioso" ...

palabra antigua, de los años 20-40...
Hoy en dia, "hood" significa "barrio" en jerga rapera en USA (la forma corta de "neighbourhood)
