The costs or liabilities incurred as a result of compliance with any order or direction given by any government or authority for the purpose of preventing or reducing pollution or the risk of pollution, provided always that such costs or liabilities are not recoverable under any other insurance.

My translation is:

Los costos y responsabilidades incurridos como resultado conforme con una orden o dirección otorgada por un gobierno o autoridad a fines de prevenir o reducir la contaminación o el riesgo de contaminación, siempre y cuando dichos costos o responsabilidades no sean reclamables bajo ningún otro seguro.
