a pique/ancla zarpado/amarrado/atracado
anchor up and down means the ship's bows are directly over the anchor and therefore prepared for weighing. Usually translated as ancla a pique. (also apeak in English) The vessels is still anchored.
Anchor up I've never heard of, anchor aweigh is when the anchor has broken out of the seabed. The vessel is no longer anchored according to the Col Regs, although the anchor is not inboard: translated as ancla zarpado.
Anchor aboard and made fast: ancla trincado.
All-fast. To make fast is usually translated amarrar o hacer firme. All-fast suggests securely moored for loading: amarrado. Ships are often seen anchored off awaiting their scheduled berth in harbour (much cheaper). You text may refer to the period between being officially anchored and officially moored. You can also use: atracado meaning fully moored in its berth, although if this is temporary like a loading bay or fuel bay, amarrado is more correct.
